Highmark/IBC Merger
The proposed Highmark/Independence Blue Cross merger is a mega-merger. It would form the third largest health insurance company in the country, and would be the largest in Pennsylvania. The new company would control 53 percent of the Pennsylvania health delivery market and would have an estimated 8 million enrollees, the majority of which would be Pennsylvanians.
