Pennsylvania Medical Society’s Three-Point Plan on Mcare and Health Care Reform

Finding a way to provide coverage for Pennsylvania’s uninsured and under-insured population is a critical need to fix our ailing health care system.

It is equally critical that physician retention and recruitment in Pennsylvania be assured by committing to retire the Mcare Fund while continuing the Mcare abatement program as long as assessments are being charged. The Pennsylvania Medical Society believes both of these issues must be addressed.

The Medical Society supports a health care reform plan that can be achieved without linking abatement extension to a plan for the uninsured. The plan should:

  • Extend Mcare abatement for 2008 to protect physician recruitment and retention and thereby access care
  • Phase out the Mcare Fund while minimizing the financial burden on present and future Pennsylvania physicians
  • Address the needs of uninsured and underinsured through extension of insurance coverage
